Use AVS Video Converter

  • Download, install the program and open the file
  • Select output format
  • Click the Edit Profile button and set 640x480 or 800x600 in the Frame Size field
  • Click Save and Close
  • Click the Advanced button twice
  • Select the Aspect Correction tab
  • Select Original video aspect
  • Set Crop Scale to 100
